In order of importance, ways to make gatherings safer:
1 – VACCINATED PERSONS ONLY (by far the most important factor)
2 – Fresh air – gather outdoors as mush as possible. When indoors, achieve 6 air exchanges per hour (open windows & doors, use fans to push air outdoors and/or bring outside air indoors)
3 – Physical spacing, the more the better
4 – Use quality masks that form a complete seal. No air escaping/entering from sides/top/bottom. Breathing (both in and out) must pass THROUGH, NOT AROUND the fabric.
There is no such thing as entirely safe. These steps will make you pretty safe. The less you meet these conditions, the less safe everyone will be.
